When opening the properties of a mail-enabled Public Folder you get the error message, The mail proxy for this folder cannot be found. This may be due to replication delays. The mail enabled pages will not be shown. ID no: c1038a21. There are a couple reasons behind why this issues is being generated. I put together some common troubleshooting steps that might help resolve this issue for you.

Here are some of the more common troubleshooting steps:

1. Make sure the MESO container is in the correct domain (http://technet.microsoft.com/en-us/library/aa996235(EXCHG.65).aspx). When you consolidate domain or if you mail-enable a public folder against the wrong domain this error will be presented..

2.So if you get this error on a couple PFs it might be the esiest to remove mail-enalbed attributes from the Public Folder and add mail-enalbed attributes back. To mail-disable and mail-enable  a PF folder follow the steps below     A. Open up an MMC, add in the Exchange System Manager, and connect to a DC in the target domain     B. In the Exchange System Manager, right-click on Public Folders, and choose      “Connect to” an Exchange server in the target domain     C. Mail Enable the Folder

5. Using PFDavAdmin to resolve the issue. If a directory object for this folder exists, but the GUID that is stored in the     PR_PF_PROXY property is wrong, following the steps below could help correct this issue. However, if the GUID is correct, we will need to look at the permissions or replication of the public folder
a. Run PFDavAdmin by clicking PFDavAdmin.exe.
b. On the File menu, click Connect.
c. Type the name of the Exchange Server 2003 Server computer.
d. Select Public Folders
e. Click OK.
f. Expand Public Folders.
g. Find the Public Folder in question, right click, and then click Property Editor.
h. In the Property box, click PR_PF_PROXY
i. Make sure the CLEAR button is selected, and then click Execute.

j. Allow time for Active Directory replication to occur. After Active Directory replication has occurred, you can look at properties of the public folder in Exchange System Manager.

There are two KB articles that go into detail on this subject as well. Please look over these articles for additional troubleshooting steps.
